Well Fargo, like many other banks, has anti-churning rules, with the most notable one being 1/16 which stated “If you opened a Wells Fargo credit card within the last 16 months, you will not qualify for the introductory rate(s), fees and bonus offers.” Actually, in terms and condition “15 month” language has always been been present as well but we chose to stick with 1/16 as a safety measure.
Now it appears that “16 month” language has altogether been replaced by “15 month language”. For example now you will only find the 15 month language in terms and condition of propel card:
If you opened a Wells Fargo credit card within the last 15 months, you may not be eligible for introductory annual percentage rates, fees, and/or bonus rewards offers. See important exclusions on page 2.
You may not be eligible for introductory annual percentage rates, fees, and/or bonus rewards offers if you opened a Wells Fargo credit card within the last 15 months from the date of this application and you received introductory APR(s), fees, and/or bonus rewards offers, even if that account is closed and has a zero balance.

Does a targeted mailer bypass the 15 month rule? Similar to how Citi sends out mailers w/ no 24 month language.
MilesAway, I would assume so but I do not know for certainty. If you choose to drop an app, be sure to keep a scanned copy of the mailer and do let us know how it works out.
